Hi,
The upgraded Heaven's Wrath (red bubble) that cost 3 sparks says its supposed to give 700% dmg boost, the same as a normal 3 spark.
My normal m.attack is buffed with only cleric buffs is: 28k-31k.
You can see in the SS below:
3 spark: my m.attack is 60k-67k.

Red bubble (upgraded 3-spark version): m.attack is only 34k-39k.
